They just happen to be coastal portholes/retainers for alien beings that come to visit at 2 A.M. They also just happen to be more ADA compliant and user freindly for guards and the average Joe the plumber-types. (I pulled my hamstring this summer going up one at Trail 4 - that's another story). Also easier for teenagers to walk up at night and party on.
